I put the tsconfig.nuxt.json file at the top,
You created tsconfig.json from each package within the pacakages folder.
"extends": "../../tsconfig.nuxt.json",
Import the tsconfig.nuxt.json file in the same way as above.

If you use a Nuxt function such as defineNuxtPlugin, you get a warning such as Cannot find name 'defineNuxtPlugin'.
