Illegal reflective accesses are no longer permitted by default since Java 16

With Java 16, it is now --illegal-access=deny by default. So the WebRTC VAD wrapper will not be runnable.

This can be changed by manually setting the command line argument for now, but the cmd arg will be removed maybe in Java 17 LTS.

So it should be investigated if a solution could be found to solve it properly by loading the C/C++ dependencies with illegal reflective accesses.
