Add Github Actions workflows

• Build / Test on PR
• Build container image on Merge to master and Release (tag)
• Remove travis remnants as its no longer operational
• add lint tests (golangci-lint)
• code coverage

could you please add stable versioned image tag instead of latest?

bump golang to 1.20

Currently we pass the rdma device without rename. It better to rename the rdma device to mlx5_0, mlx5_1 ... as if it was standalone bare-metal.

We use https://github.com/k8snetworkplumbingwg/rdma-cni/blob/master/deployment/rdma-cni-daemonset.yaml manifest for deploying rdma-cni daemonset. We have been observing image pull failure with recent PR merge - #46 as it doesn't find the rdma-cni image yet under the new registry.

When can we expect the latest rdma-cni image to be published under ghcr.io/k8snetworkplumbingwg/rdma-cni?

As system needs to boot with rdma mode exclusive, this needs to be persisted via modparam
need to update README with this configuration
