Homogenize the input styles for the issue composer

Loading spinner always runs on issue list

Even when we aren't loading more issues, the loading spinner is running. Turns out this is a bit expensive on older devices (~10% CPU on the main thread on A5 devices).

User education: hiding/showing pinned ticket details

Some user testing with @alexhillc today revealed that pinned details on tickets are not as intuitive as I thought. Need to think of ways to educate the user on these. Food for thought @tyleremiller

"Add a comment" box in issue view

Add a sticky textbox for adding a comment to the bottom of the issue view

Re-work issue state fields in issue view

Issue status fields should be shown in a linear format with only the most important fields shown by default. Also, the user should be able to modify which fields are shown by default.
