Not found is returned when editing bid details

Steps to reproduce

1. Go to bid details view.
2. Click on the Edit action button (bug here).
3. Page not found is returned.

Expected
Open view to edit the bid details.

When editing a procurement the save button is overlapped not allowing to click the button

Edit fields are overlapped due to the design of the UI.

Rename all references of supplier(s) in UI to service provider(s)

Steps to reproduce

1. Go to the home page
2. Click on the Bids link in the left menu to open the Bids list view.

View the bid details without the procurement ID.

Add action button to transition procurement through the states

To transition a procurement through the states:

• 2 action buttons to be added; To start off a procurement and abandon the procurement.
• Once the procured has been started the procurement status is changed to IN PROGRESS.
• The Start action button is change to Closed

Add action action button to move bid through the states

Add procurement as part of the procurement plan

When adding procurements, it should be able to indicate that the procurement is part of the procurement plan.

When status is `NOT STARTED` only Basic Data can be edited.

When procurement is not started basic data about the procurement can be edited.

View procurement details and status

View the status and details about a procurement.

Cancelling bid edit sets the procurement ID filter

Steps to reproduce:

1. Go to bid details view.
2. Click on the Edit button.
3. Bid edit view is opened.
4. Click on the Cancel action button to cancel operation (bug here).
5. Opens the bid details view with a link to the procurement filter and action button pointing to the procurement details view.

Expected:
On cancelling operation, you should be taken back to the bid details view WITHOUT the procurement filter and the action button should not be pointing to the procurement details view.

Add link to the service provider bids

At the service provider's details view, there should be a link to the service provider's submitted bids.

When the status is `ADMINISTRATIVE REVIEW` only Administrative Review can be edited.

Update the procurement status

Update the procurement statuses that are going to be used in the procurement cycle.

Procurement description instead of ID should be displayed

Procurement description does not store newline character.

When saving the procurement description using the text area, the newline character should be saved.
