Have you enabled debugging? Then you should see messages in the "browser console" (CTRL+SHFIFT+J). I suspect, that the page is sending a signal, that it has been loaded completely:

Is the tab, you click on, already loaded? The grace periode is only applicable, if the tab, you click on, must be loaded newly.

An extensions conflict, maybe?

I made three screen recordings, couldn't make much sense of what was in the console during the first recording, decided to disable one of my most 'heavyweight' extensions (Diigo).
I tried to make the symptoms reproducible but behaviours were very random. So random that for a while, I wondered whether the extension preferences didn't take effect until after a quit of Firefox, like after upping the grace period from 10 to 30 seconds (for test purposes) I found things sometimes behaving as if there was a grace period of exactly 10 seconds.
Eventually I realised, a strong likelihood of partial overlap with #6 … this, I suspect from the tail end of this third recording:

- note the unexpected appearance of tabs, previously hidden, appearing whilst loading in the first window
– the two at the tail end of the recording were recognisable to me as tabs from my Firefox group (defined in Simple Tab Groups), which was not in use at any time during the recording. Its tabs should have remained hidden.
