Describe the bug
scanlog get's into a race condition if a user changes IP address within the same log file

To Reproduce
Steps to reproduce the behavior:

1. run scanlog.php all
2. read output
3. user has new IP added to their record
4. Second hit in the log file alters the change
5. if running as cron read the emails

Original fix was to read the game server log written by steam rather than the console log written by screen, this does indeed stop the race condition however due to the way steam writes to it's logs there are incomplete lines at then end of the file, which in turn causes scanlog to record inaccurate data or miss complete lines. perhaps the fix is to remember how far down the log file has been read before and pick it up from there
