HII 3rd Ed Ch9 pg207 - Blocks not responding properly

As book describes this should be very straight forward: simple code added to OnControllerColliderHit() method in the RelativeMovement Script for a check on colliding with a rigidbody.
I get no response from Player collision when blocks are on the floor.
If I raise the block stack they respond to gravity; blocks fall and the stack disintegrates.
If I drop the blocks on Player the block stack collides with Player the block stack collides and interacts with Player correctly and the stack disintegrates. For a very short time thereafter Player collision with blocks act correctly. But after that short time, no.
It seems to me that Player should be able to play soccer with the blocks for as long as Player wants.
What am I missing?

Opening chapter project in unity reveals no assets in scene.

I skipped over the 3rd person shooter chapter. I've done similar coursework via other online classes tutorials, and have a general enough understanding that if I wanted too I could just come back to it. I didn't realize chapter 8 was going to build off of that, but as the books mentions I can grab the chapter source. So here I am on github. I've cloned the repository, and using Unity Hub I've added Chapter 8 as a Project. However it seems game objects are missing.. When I open them it says it was created with a different version of unity I don't know if that is the cause of the issue. It would be nice if this repository had different branches for the different versions of unity if that is the case. Otherwise I am not sure what I need to do to get this project to work, short of completing the chapter I wanted to skip over..
