Upgrade to xdebug 3.1.2

This repo no longer starts on Gitpod. I tried to upgrade xdebug and that seems to at least fix the Gitpod prebuild. It'd be great if someone with PHP knowledge could verify that the following .gitpod.Dockerfile is set up correctly.
