It should intercept regular profile document creation and create it with the home uuid, and at the same time create sign keys, but it's rule is not being evaluated so it doesn't run.

keyID / fingerprint

needs to be 160 bits or higher, I read

Right now it's responding 200 when a profile already exists, even though it's not changing anything.
