Clip_flow incorrectly joining data.frames

Previously clip_flow function seemed to work, but now it seems the right_join function appends rows in the second argument to the end of the resulting data.frame. We need it to incorporate those rows using date_time.

Create clip_flow function

This function should set flow to zero whenever that has been no rainfall in the past 24 hours.

Fix spread_sampleID and clip_flow

Currently these assume a certain structure in the data.frame. Instead, we should have the user indicate the columns to use, e.g.

clipped_flow = clip_flow(flow, rain)

and

new_sampleID = spread_sampleID(sampleID, flow)
