Group tie resolving
Whilst uncommon, should there be a tie in the group stages that cannot be resolved by points, goal difference and goals forward, there is a high chance the wrong team will advance.
There needs to be 2 further tests of (1) the points earned between tied teams only, and (2) the goals forward between the tied teams only, and lastly (3) a selection committee (aka random).
These 3 criteria are not in effect.
