Remove tags from html

Use Vue CLI instead of webpack

Pros:

Better debugging with included map files
More conventional directory structure
Open server for LAN access from other devices (eg. a phone)

Cons:

Can't have a PHP file as index
Need a build step before deploying
Must proxy backend requests in development as php server will be on another port as Vue CLI hot-reload server (or, disable hot reload and compile everytime like webpack does ?)

To test:

Is it possible to use same .env for Vue CLI and PHP ?
