Deprecate the sha1 hash validation and upgrade dependencies

Deprecating this validation due to following reasons:

We already have the schema comparison validation
Sha1 validation is some times not feasible, when the hash of exported schema and the hash of released schema (same schema) in imodel context have different value only because of sequence (actual content is same)
In order to fix the rush audit, tools are moved to new stable releases of itwin packages.
