Add a webapp for managing the bot instance, as well as guild admin management for publicly hosted instances.

I previously tried to add it to this project but I failed to do so successfully. Have to figure out what went wrong and what is needed to remedy this.

Instance variables should be stored in a database organized by guild. Be mindful of user data storage, as is required by Discord TOS.
