Like how a WebKit plugin works. I am not sure if it is possible though.

Instead of using a single web view and wait for loading, probably use two of them and tuck a lot of views in a special scroll view controller that handles enqueuing and dequeuing of views. So most of the time there is only one page in memory, but an array of context objects that are necessary to initialize the views are safely kept within reach. Even this array can be persisted and thrown away if necessary to respond to memory warnings.

Another idea is to use images generated by a packaging script, so the user always see the right thing… ?
