[bug]: Recall layer not always been shown as an option about invokeai

The difference between tabs is purely visual, and a holdover from an earlier iteration of control layers where metadata was handled differently than now, and I didn't update it for the final implementation.

Two things need to be fixed:

• The metadata recall buttons are hidden and shown depending on the active tab. They should probably be shown on all tabs, but do different things depending on the tab. For example, an old image with a controlnet can have that controlnet recalled as a layer, or as a canvas control adapter.
• There is logic to recall old control adapters - e.g. a controlnet - into control layers, but it's not actually used. I think I missed this when doing the final control layers metadata implementation. Will need to fix that.

I wonder if the difference with those two images is related to #6424? Github appears to have stripped the metadata, could you please paste the metadata JSON from each image?

Here are the metadata json files as requested.

I couldn't see anything obvious in the metadata between the two files so here are the images with metadata as well incase it is in them specifically. BTW if you load the workflow (graph as these were done in linear) you will also see the images were generated with layer.
