Simple Bash scripts to install recent Ruby versions from source

These are very simple self-contained Bash scripts to download, configure and install Ruby from source along with Bundler on Debian-family or Redhat-family systems.

We currently bloat the system with development packages that are used only for the compilation. It would be nice to uninstall them afterwards. However, we shouldn't uninstall packages that were already installed prior to running this script.
Compiling on a production server comes with drawbacks. Ideally we want proper packages for Debian and CentOS similarly to https://www.brightbox.com/docs/ruby/ubuntu/.
