I've played thru a game of Unciv with your mod and waited until the end to finally research the techs for improving Shallow Water and Strong Winds tiles, but the Work Boats didn't have the option to improve the resources. I suspect this is due to an upstream change due to the following paragraph.

I remember Unciv previously requiring separate techs for discovering Oil and building offshore oil platforms, but things seem to have changed. I just tested it and simply researching Biology was enough to build an "Oil well" on the Coast. Thus I conclude that Unciv must have changed in a way that broke requiring different techs to see vs improve water tiles.

Unciv version: 3.9.13 (desktop, my own packaging of the official Unciv.jar from the GitHub releases page)
Mod version: 1.5, fresh from this repository just two days ago.
