usage：

template

• 1：please put this foldor to your bugzilla template foldor，such as：
  /var/www/html/bugzilla/template#
  en/
  zh-CN/
• 2: /var/www/html/bugzilla# ./checksetup.pl
• 3: check your bugzill on right cornel of your browser

skins

• the skins include the Dusk(org) and Fire
  please put the Dush and Fire foldor to your bugzilla skins/contrib foldor
  such as:
  sudo cp -rf Dush /var/www/html/bugzilla/skins/contrib/
  sudo cp -rf Fire /var/www/html/bugzilla/skins/contrib/

2016-05-02 1,the first version with Chinese language（zh-CN） 2，fix a css error when display Chinese

not chinese template

when i uncompressed the tar.gz ,the template still english , this is no use.
