Fails when my cluster has been shutdown.

I think it is related to these:

flannel-io/flannel#1128
Maybe this workaround is sufficient?
New-HNSNetwork -Type 'Overlay' -AddressPrefix '10.42.1.0/24' -Gateway '10.42.1.1' -Name "vxlan0" -SubnetPolicies @(@{Type = "VSID"; VSID = 4096; }) -Verbose

It seems like there is a fix for a missing External network. Maybe it's not in Flannel 0.11 I think I use..

Either
1/ I can try to use a newer flannel version, maybe custom built from source
2/ figure out how to configure the workaround. In my setup it is something like

       New-HNSNetwork -Type $NetworkMode -AddressPrefix "192.168.255.0/30" -Gateway "192.168.255.1" -Name "External" -AdapterName "$InterfaceName"

or
New-HNSNetwork -Type $NetworkMode -AddressPrefix "192.168.255.0/30" -Gateway "192.168.255.1" -Name "External" -AdapterName "$InterfaceName" -SubnetPolicies @(@{Type = "VSID"; VSID = 9999; })

Option number 2 can be investigated by resetting the windows node and stepping through kubecluster.ps1 -join and see what exact default values are used.
