Local Govt Error

Pls work on the billing local government cos it doesn't show on the checkout page as a dropdown and when one tries to place an order it shows an error " Fill In billing local government" . Thanks

Fatal error when installing the plugin in a fresh wordpress installation

The plugin can be installed but can not be activated. A error message is returned as follows:
Fatal error: Can't use method return value in write context in /public_html/wp-content/plugins/all-countries-counties-for-wc/all-countries-counties-for-wc.php on line 57

Running WordPress 4.9.4 and woocommerce 3.3.4
PHP 5.4.45
MySQL 5.6.28

Pls Fix this v 1.03 latest update

Plugin Failed to Activate WP 4.7.3

Hello,
I just installed this plugin on site running WP 4.7.3 and Woocommerce .
Installation was successful but
Plugin does not response to Activate, and there was no error message
