rpm fails to build if /usr/bin/tar does not exist about linuxbrew-core

If you change that to /bin/tar (or just happen to have /usr/bin/tar) you get the following:

Note: we don't appear to package api-sanity-checker; it's something different from (but made by the same developer as) abi-compliance-checker. I'll have to check why this is a problem and if it needs to be packaged, and also who should do so (upstream or Linuxbrew).
