The sub-section "uploading" is so universal it should perhaps be summarized in main page

Content creation is just a page asking you to go "fuck yourself" somewhere else on the site like : "exporting" could be summerized by "oh, go fuck yourself on the screen layout page, thanks !"
This page you be discarded and the content be used as the main page of the section "creation"

Create application to be merged with devellopement ?
Create application is not about application creation. Just "how to strucutre my app ?" (belong to dev ?) et "how to upload my app ?"
