Currently administrators have the same permissions as users, however they should be allowed to set ranks for themselves at any level regardless of exclusion.

Using buttons for interactions makes the emoji links unnecessary.

Proposed modification:

-> Force the bot to auto gather roles lower than it's own rank (only assignable roles). 
-> Allow the user to exclude roles from this check. 
-> Output each button for an assignable roles.

assign and reassign should be modified to only be administrator level commands, and sync with Discord on_ready()

Users may not always know that roles with emojis or other special characters require exact entry of the name (aside from capitalization), likewise it is slow to consistently search through the guild roles and excluding a matching one. Like /roles, we should add buttons with all assignable roles lower than the bot (and not administrator) for users to add or remove from the exclusion list. This also indicates any issues with the bots role rank and informs the user if it needs to be elevated.
