LOC not working

The docs for Debug.FileLocation.__LOC__ say:

Embed an expression of type Loc containing the location...

However, trying to use it in as a value of type __LOC__:

module X where

import Language.Haskell.TH.Syntax
import Debug.FileLocation

x :: Loc
x = __LOC__

fails:

[1 of 1] Compiling X                ( x.hs, x.o )

x.hs:7:5:
    Couldn't match expected type `Loc' with actual type `Q Exp'
    In the expression: __LOC__
    In an equation for `x': x = __LOC__

Am I doing something wrong?

file-location-0.4.7 can't compile its test suite

Citing from http://hydra.cryp.to/build/538169/log/raw:

Debug/FileLocation.hs:11:8:
    Could not find module ‘Language.Haskell.TH.Instances’
    It is a member of the hidden package ‘th-orphans-0.9.0’.
    Perhaps you need to add ‘th-orphans’ to the build-depends in your .cabal file.
