I tried running against the source in the repo at /complete, as well as my version which I made following the tutorial. In both cases, hot reloading doesn't work when doing a gradlew app:bootApp.

The first line of the output, which seems relevant is
Cannot resolve reloading agent JAR: Could not resolve all dependencies for configuration ':app:agent'.

When I run the app, the plugin doesn't have the version number

The jar filename has the same version number that the build.gradle

but the grails-plugin.xml said:

<plugin name='grailsPlugin' version='unspecified' grailsVersion='3.2.9 &gt; *'>

I followed the grails multi project tutorial, and create a similar project using Grails 4. But there is grails plugin hot reload not working. could you please upgrade your project to Grails 4?

To fix, you need to remove this from the generated app.yaml

     cache:
         region.factory_class: org.hibernate.cache.ehcache.SingletonEhCacheRegionFactory
