I have fixed the problem.
Instead of using dockers, I installed python & pandas on google VM, not on my PC. In that way i could import gbq from pandas.io and also improt other python modules on VM python & pandas. So then you can run the python code in this way and obtain the final results.

But i think i had other problems going through this work, for example, missing dll files or missing library files. Those files have to be downloaded separately.
