It is a bad user experience when you block users because of billing info outdated , in the same time this user is seeing at the top of the page :

The part that requires billing is the Google Compute Engine instance that hosts the computation. If you've got ipython up and running already, you should be able to run the notebook directly. We should probably update the docs to show this.
