Create repositories.bzl file

create a repositories.bzl that fetches common dependencies up front in order to avoid compat issues between repos.

Can't build on MacOS

More of a nice to have really.

On mojave make sure you execute the following:

sudo installer -pkg /Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg -target /
