I built and programmed this project successfully. Though it did not work as a substitute for a MOS 6525A (where the Commodore design allowed for substitution of a MOS 6523A) used as a keyboard controller U28 in a working Commodore B128-80 computer (it fails the Commodore keyboard test in the diagnostics cartridge for B series computers). So I wanted to check a few things with you.

Neither the schematic or board contained the capacitor values. Seeing as the designs were similar, I used the values from your Nu6509 project:

C1 10uF
C2 22uF
C1.1 0.1uF
C1.2 0.1uF
C1.3 0.1uF
C1.4 0.1uF

The jedec programming file was not included in the project, so it had to be built using ISE 14.7 on 64bit WIndows 10 (via VirtualBox 6.1). There were 10 warnings from ISE in building the jed file, I wanted to confirm those were expected.

I've separately submitted the jed file I built as a PR.
