From trello: @chriselsik Mentioned having "public" annotations, as well. Basically this builds on what @colindiesh already described below, except we have a "guest" user that can be given user-permissions of read-only. The ability to have view permissions on a per-item level makes a lot of sense.

Do we want to allow users to create their own personal annotations that are not shared with others, and then they can choose to share them? That's what I have imagined when I think sandbox, which I have brought up on other calls e.g. the iPlant phone call
