It sounds like towboot or some other bootloader is present on the emmc/boot0 partition. Please uninstall it.

I have deleted all partitions on both sdcard and mmc the same problem

boot0 is a hardware partition that is available on emmc only. Are you sure you have deleted it?

Once the towboot installation sdcard is inserted, uninstall button will appear. I assume it will wipe boot0 hwpartition.

Another way to wipe boot0 is to boot using any distro and use dd.
I.e. sudo dd if=/dev/zero of=/dev/mmcblk2boot0 bs=4k
It will work only if a bootloader doesn't protect the boot partition.

I had the same issue, I confirm that it's related to the boot partition of the eMMC. I solved it by flashing Tow-Boot (mmcboot.installer.img) to the sdcard, booting, and then selecting the option to erase the boot partition.
