Sorry, I think this is out of scope for an add-on that implements a file format like this one. Generating support is really just a model editing operation. It has little to do with the 3MF file format. 3MF doesn't have any mechanism to communicate support structures in itself.
As for developing a separate add-on for Blender to implement this, I am also not interested. While Blender has good tooling for operating on 3D models, so do slicers. And slicers have much better information about what the 3D printer is capable of than Blender. But of course, feel free to take on this problem yourself. I'm the author of Tree Support in Cura and have maintained the support algorithms in Cura for years. If you need help, I'm available for advice.
