The files that are in the data directory are generally out of date. MaxMind updates their database once a month, so you need to run the updatedb script once a month to get the new files. You do not need to do anything other than run the script. It will take care of downloading, extracting and converting the files to the correct format. The geoip library will automatically start using the new files.
