By default jaxb will create nested classes for complex types. If two elements use the same complex type then it can be a bit non-deterministic as to which element class the nested complex type goes into. It will be safer if we force all classes to be at the top level.

The binding property is: <jaxb:globalBindings localScoping="toplevel"/>

This may require us to explicitly name classes in the bindings to prevent name clashes.

In EventLoggingUtil.createOutcome(final Boolean success, final String description) the value of success is never used, instead a hard coded value of FALSE is used. This is clearly a copy/paste bug from the overloaded method above.

We should remove any square brackets in ip addresses to ensure a consistent format and XML that is valid
