If there's 7 members on the EIG, 2 of them vote positively and 5 others don't vote, it's not clear if that is insufficient or falls under "For a proposal to pass, there must be a strict majority of positive votes".

Suppose an implementation was the work of 3 people. How many of them are valid to join the EIG at once? Should we limit it to 1?
(Note: an implementation is language independent. 3 different implementations with the same language, will allow each implementer to be an EIG member.)

EIG membership criteria is explained well, but it still seems necessary for implementers to submit themselves and their implementation to the EGA, who then votes on the initial membership of the EIG.
(Moving forward, the EIG members and 1 vote from the EGA, will determine who's on the EIG.)
