Would it be possible to publish the package there?

Maybe, pandoc and ctanify can get you up to speed for that? - I successfully used it for the palntuml package: https://github.com/koppor/plantuml/blob/master/release.sh

I dont really get your question. Of corse the noun will change with respect to the case,
Nominativ | der Abschnitt
Genitiv | des Abschnitts / Abschnittes
Dativ | dem Abschnitt
Akkusativ | den Abschnitt
so it is not invariable with respect to the case. But this is so obvious, that i dont think that this was youre question...

I am a native speaker of Arabic and I would like to contribute towards adding the necessary Arabic grammatical wording. However, if I can get some guidance regarding which portions of the code I need to add/modify since I do not know neither French no German so I have an issue getting a hang of things.
