Add documentation on how to use the Docker images

The issue is related to apple/foundationdb#5717. We should add some documentation on:

  1. how-to use the build image:
    • to build FDB,
  2. how-to use the devel image, to use:
    • vscode server,
    • joshua(I wonder if we should document this here or on the joshua repo, which also needs some documentation 🤔),
  3. how-to use the distcc image, to use:
    • distcc,
  4. how-to use the codebuild image.

I would love to help on this(and also on Joshua's documentation), but I'm only familiar with the build image for now.

OpenSSL in Python3.8 is out of date with what urllib3 wants

Building with foundationdb/build:centos7-latest, when running ninja documentation/html/, I get

Extension error: Could not import extension sphinx.builders.linkcheck (exception: urllib3 v2.0 only supports OpenSSL 1.1.1+, currently the 'ssl' module is compiled with OpenSSL 1.0.2k-fips 26 Jan 2017. See: https://github.com/urllib3/urllib3/issues/2168)

Find next linux base os for build images

With the CentOS project shifting course, and EOL'ing CentOS 8. We need to find an alternative distribution before CentOS 7 ages out of relevancy.

Possible alternatives (not researched, and in no particular order) could be:

  • Oracle Linux
  • ALMA Linux
  • RHEL
  • Rocky Linux
  • Fedora
