[pigeon] Allow sharing `FlutterError` declaration across multiple Kotlin output files about flutter

If you're using multiple Kotlin files, you can define a new errorClassName in the KotlinOptions class within the PigeonOptions in the @ConfigurePigeon annotation in the pigeon file itself.

See the example in the pigeon directory. - The KotlinOptions class doesn't have the errorClassName filled here, but the structure is in the example.

This issue is highlighting the lack of ability to access this feature from the command line prompts though. As well as the lack of examples of this feature.

We define different files according to the functionalities.
If different business functionalities are in one file, the file will become very large.
