Shouldn't many section 1 s6 manual pages be in section 8, as they are first-and-foremost administrative in nature? I understand they do not require administrative access, but many section 8 commands do not either.

mdoc files already are man pages and can be installed as-is and rendered by either groff or mandoc. There's no need for the preprocessing step of converting mdoc(7) to man(7), which loses semantic information.

There are a few (breaking) changes in the tools and I’d assume the documentation has been updated in a nontrivial fashion.
