Please see the info box in the raiseIntent workflow, which explains how this is handled and why a specific message exchange is not needed:

The same approach applies to fdc3.raiseIntentForContext calls, in that a findIntentByContext message exchange should be used to collect options for the local resolver to use. Once an option has been selected (for example because there is only one option, or because the user selected an option in a local intent resolver UI), the raiseIntent message exchange is then used (if a remote option was selected as the resolution) to raise the intent.

The findIntentsByContext call doesn't take an intent, just a context (and optional target app). If there are multiple options, then that should get resolved via an Intent Resolver or 'other suitable mechnaism', leaving you with a selected intent, context and target app to pass into the raiseIntent workflow.

We've used this approach successfully in our own implementation, so I think this is safe to close. Shoot me a message if you still have questions.
