function to reshuffle the z-indices of all open windows.

this is available in jq ui draggable already.

use webview as the default. if that isn't detected use iframe. if that isn't detected then maybe try sticking things in a div (or at least an error message). or just alert('sorry'); maybe this is something to be detected at startup.

iframe isn't worth using .... but it does help with QA as long as you don't hit a frame busting site.

kind of want to keep the root directory empty except for the readme. and manifest.json any html/js/css might go in something similar to "public_html" (code that might run as-is if loaded over the web as a website ... even though the goal is to move away from that it should always still run there and wherever else possible as easily as possible). another root directly might be for a local node.js instance.
