Limit the amount of threads that a user can subscribe to.

From "tw.zerator" to "tv.zerator"

• file name should be configs.properties.example, since expected name is configs.properties
• topics regex should not contain a comma, which is the used separator

topics.valid_topics=^event-score-v1\.[0-9]{1,10}$ should be topics.valid_topics=^event-score-v1\.[0-9]+$

The documentation link for the PubSub documentation in the README is broken (Error 404).
