Add release checklist items about posting release announcements

We have an announcement category in the GitHub Discussions forum and we want to encourage people to use the forum more. So it would make sense to post an announcement there as well with the changes from the GitHub release message.

We'll forget to do this so let's add checklist items for posting about releases in Twitter, Mastodon, LinkedIn, Slack/Matrix, and the GitHub forum.

Include commit co-authors when releasing

On the issue template for releases, one of the items from the check list asks maintainers to list all the people that made contributions since last release by running git shortlog HEAD...v1.2.3 -sne.

This output of git log doesn't include Co-authors. We should include a line that gets coauthors as well.

Issues templates not being shown

When trying to open a new issue on any library of Fatiando, Github offers me the option to choose between "Bug Report" or "Feature Request" (except for Rockhound that also offers "Dataset/model request"), although when choosing any one of them, a blank issue is presented. So the Issue template is not shown.

It's very likely that this is a GitHub problem that will be solved very quickly, although wanted to mention it so we are aware of its existence.
