When I tried to impersonate a user, I got this error message:

Error!
You cannot impersonate <user>

Is there something I need to do to elevate my privileges?

I think you can only impersonate people lower in the "chain" than you. Users have parents. The parent of everyone is admin. Log in as admin, and you should be able to impersonate anyone.

This error message is empty simply due to the error catching code. It passes a msg parameter to the url no matter what, so there is always the "Error!" message but not necessarily an error description. I fixed this so that it only displays the "Error!" message when the msg string for the error is not blank. It still shows errors when there are errors, of course.
