Some form of AI to determine whether news stories (fetched from a source - eg, BBC), are "good" or "bad".

Anything that it thinks is "bad" to be sent as an automatic PR, anything it thinks is good is ignored, and anything it is unsure about gets sent as an Issue.

The system learns based on "closed" issues, what is good and what is bad.

If an issue is updated with a label, then a PR is made and the system learns that it is "bad"
