dockerize the environments for 'read-the-docs', 'jenkins'

I will use jenkins to update my read-the-docs automatically.
I have to set up the prerequisites for read-the-docs and jenkins.
In order to ship the server to other server easily, I will use docker.

I will use reStructuredText instead of markdown because I don't know how to write rst format and want to accustomed to it.
