Add custom ctf support

Admins can add custom ctfs somehow(?)

List subscribed teams in chat

As the title says, add a command that does that

Add administrator functionality

Add user that can be the admin

• Able to broadcast message to all subscribed chats
• Able to see all subscribed users/chats

Add timezone support

Somehow add a configuration for timezone support and then edit the times at the messages based on that.

Add rating changes

Future feature: Add support for rating changes (keep looking at event page and if they publish the rating of the ctf warn the subscribed teams

Retry sending "ctf in 1 day/1 hour" warning when request fails

If a request fails the warning is never sent to the users, need to investigate and fix that

Write actual tests for TravisCI

The bot is using Travis just to check if it builds at the moment.

I should probably write actual tests to check each of the commands.

Take into consideration ctfs still voting when rating is being calculated

At the moment the rating is sent to the users as soon as the page becomes available, which is kind of bad because some CTFs take a while to release the actual rating because of voting.

It's probably not hard to do, just need to modify the scrapping a little bit and check for *, if it's not there, than it's ok.
One can also add the functionality to let the user know that the ctf is over and that they can vote.
