fish not loaded on login shell

We keep the default shell as Bash and modify ~/.bashrc to drop into fish to avoid compatibility issues. However, that is the startup for interactive non-login shells and does not apply to login shells by default. This is not a big deal on Linux as terminal emulators run interactive, non-login shells.

On macOS, Bash started in terminal emulators (Terminal.app and iTerm2) acts like a login shell (see http://unix.stackexchange.com/a/119675). This behaviour effectively disables fish.

Add .irbrc

We should add auto-completion and saved scroll-back history to IRB.

Support macOS

Porting configs is a no-brainer, but we do need look into how to add support for Homebrew.
